Sani Introduces KPI Framework To Drive Accountability Across MDAs

Governor Uba Sani has disclosed that his administration has institutionalised a Key Performance Indicators (KPI) framework to monitor and evaluate the performance of ministries, departments, and agencies (MDAs), as part of broader reforms to strengthen governance and service delivery in Kaduna State.

The governor made this known at a high-level workshop for senior government officials organised by the Nigerian Institute of Public Relations during the ongoing Nigeria Public Relations Week, Croc City 2026, in Kaduna.

Addressing commissioners, special advisers, permanent secretaries, and other top officials, Sani said his administration has recorded measurable progress across critical sectors since assuming office in 2023, despite inheriting significant challenges, including insecurity, infrastructure deficits, and weak social indicators.

He explained that rather than relying on incremental reforms, his government adopted a results-driven governance model anchored on measurable outcomes and accountability, with KPIs serving as a central performance tracking mechanism.

According to the governor, the administration’s development agenda is structured around seven interconnected pillars, security, infrastructure, institutional strengthening, trade and investment, agriculture, human capital development, and citizen engagement.

He identified security as the cornerstone of development, noting that the state government has partnered with the Office of the National Security Adviser and military authorities to establish new security bases in Giwa, Birnin Gwari, and parts of Southern Kaduna.

He added that over 150 operational vehicles and 500 motorcycles have been deployed to security agencies to enhance their capacity.

Sani further revealed that more than 20,000 hectares of farmland have been reclaimed, over 1,000 displaced persons resettled, and continued support extended to more than 117,000 internally displaced persons, particularly women and children.

Highlighting institutional reforms, the governor said Kaduna State has established Northern Nigeria’s first forensic laboratory and launched the Kaduna Incident Report Centre (KAD-IR) to provide round-the-clock emergency response services, supported by early warning systems and community-based peace initiatives under the “Kaduna Peace Model.”

In the education sector, he disclosed that the administration has constructed 736 classrooms, renovated over 1,200 others, recruited 10,000 teachers, and trained more than 33,000 personnel.

These interventions, he said, have reduced the number of out-of-school children from about 550,000 to 187,720 within two years.

He added that the government is aligning education with labour market demands through targeted skills development initiatives in ICT, mechatronics, and renewable energy.

On healthcare, the governor said 255 primary healthcare centres have been upgraded to Level-2 facilities, with 23 centres of excellence established across local government areas, alongside the delivery of a 300-bed specialist hospital aimed at reducing medical tourism.

Sani also noted that approximately 150 road projects spanning over 1,300 kilometres are ongoing across the state’s 23 local government areas, improving connectivity between rural communities and urban centres.

In agriculture, he disclosed that the sector’s budget increased significantly from ₦1.48 billion in 2023 to over ₦74 billion, with over 900 trucks of fertiliser distributed and more than 100,000 farmers enrolled in insurance schemes.

He added that the state has attracted investments exceeding $743 million, with a pipeline valued at $2.77 billion.

In his presentation, the President of the Nigerian Institute of Public Relations, Ike Neliaku, emphasised the importance of aligning policy communication with leadership vision, noting that effective governance requires clear understanding and consistent messaging from top government officials.
