Borno State Governor, Professor Babagana Umara Zulum, has appointed Engr. Ali Abubakar Baware as the pioneer Director-General of the newly established Borno State Rural Access Road Authority (RARA).

The appointment marks a significant step towards strengthening rural road infrastructure and improving connectivity across communities in the state.

The Authority, which became operational on July 14, 2026, is mandated to oversee the management, construction, development, reconstruction, rehabilitation and maintenance of Class D roads across Borno State. Its responsibilities also extend to associated infrastructure, including bridges and drainage systems.

According to a statement issued by the Special Adviser to the Governor on Media, Dauda Iliya, Baware was, until his appointment, the Acting Permanent Secretary in the Ministry of Works and Housing.

Baware brings to the new position considerable experience in engineering, public administration and institutional management, having served in various administrative capacities within the public service.

He is also affiliated with several recognised professional bodies, including the Nigerian Society of Engineers (NSE), the Council for the Regulation of Engineering in Nigeria (COREN) and the Nigerian Institute of Civil Engineers.

His appointment is for an initial tenure of four years.

Congratulating the new Director-General, Governor Zulum urged him to bring his wealth of professional experience and administrative expertise to bear on the operations of the Authority.

The governor also charged him to ensure the effective take-off of the agency and deliver on its mandate of expanding and sustaining rural road infrastructure across the state.
