The Federal Government of Nigeria will continue to expedite action towards the monitoring and evaluation of all completed and ongoing projects sponsored by international donors’ agencies in the country to ensure her finished products meet value for money.
The Deputy Director, Federal Ministry of Finance, Budgetary and National Planning, Mr. Stephen Ohaeri, stated this why embarking on the spot monitoring and evaluation exercise of completed and ongoing donors’ projects across Delta State, during the weekend.
Mr. Ohaeri said the Federal Ministry of Finance was saddled with the responsibilities of financing all donors’ project to states partners on behalf of the Federal Government, and international donors that provided such funds for the sponsorship of prioritised projects across Nigeria’s communities.
According to him, “such donors’ funds that have multiplier effect of improving the socio-economic and infrastructural development of the communities hosting the projects needed to be monitored and evaluated in order to justify the huge capital flight invested in such projects.”
The Federal Deputy Director of Finance, acknowledged the presence of the World Bank – assisted project of Delta State NEWMAP, International Fund for Agricultural Development (IFAD) donor for Delta State Life – ND Project, Patnership for Expanded Water, Sanitation and Hygiene (PEWASH), Sustainable Fuel-wood Management (SFM) and among others in Delta State.
Mr. Ohaeri, said the various projects monitored did not only meet value for money, but the Team was satisfied with what it saw on the various sites that were visited across Delta State.
The Assistant Engineer, Delta State NEWMAP, Engr. Samson Origho, including Engr. Sunday Egbukile of RUWASA – PEWASH and the Procurement Officer of Delta State Life – ND Project, Mr. Tony Ossai, who conducted the Federal Government Monitoring Team round the various projects’ sites, noted that the state government led by Governor Ifeanyi Okowa was meeting the responsibilities of counterpart funding of such projects since inception.
The projects monitored are completed 1,640 metres lenght storm water drainage/tarred roads network of Delta NEWMAP project located at Owanta in Ika North East and storm water drainage/tarred network of roads of Delta NEWMAP project located at Obomkpa in Aniocha North Local Government Areas.
Others are completed construction of simple solar borehole projects of FGN – PEWASH/RUWASA, located at New Market, Edike Street and Orogodo Primary School in Agbor and ongoing construction of poultry farm of IFAD/Life – ND project located at Oza-Nogogo in Ika South Local Government Area.
An Incurbatee of Life – ND Project Pourtry Farm, Oza-Nogogo, Mrs. Mercy Ozakpolor and Assistant Headmistress of Orogodo Primary School, Mrs. Sandra Gbenoba, expressed appreciation to the donor agencies, federal and Delta State Governments for the execution of the projects in the various communities in the state.
Meanwhile, at a rap-up meeting in Asaba, signaling the end of a two-day monitoring and evaluating exercise of the Federal Government Monitoring Team to Delta State, Delta State Accountant – General, Mrs. Joy Enwa, commended the Federal Government for being consistent in response to projects implementation and monitoring.
While promising that the Delta State Government will continue to play its part on partnership obligations with the Federal Government and international donors, the State Accountant – General thanked the Federal Government Monitoring Team for painstakingly ensuring the monitoring template given to implementing agencies were dully filled.
The meeting which was well attended by the coordinating heads of donors’ agencies in the state, saw the presence of the Project Coordinator of the World Bank – assisted Delta State Nigeria Erosion and Watershed Management Project (Delta State NEWMAP), Mr. Isaac Ufiofio in attendance.
