Submit Commissioners’ List, Account for Emergency Spending, Rivers Lawmakers Tell Fubara

The Rivers State House of Assembly has directed Governor Siminialayi Fubara to immediately submit a list of commissioner nominees to reconstitute the State Executive Council and provide a detailed account of all funds expended during the six months of emergency rule.

At its plenary on Thursday, September 18, 2025, the lawmakers, who reconvened after the expiration of the emergency rule imposed on March 18, unanimously adopted a motion sponsored by nine members, including House Leader Hon. Major Jack and Deputy Leader Hon. Linda Somiari-Stewart.

The motion demanded full disclosure of how public funds were drawn from the state’s Consolidated Revenue Account and expended without legislative approval during the emergency administration.

Speaker Rt. Hon. Martin Amaewhule announced that the Assembly would formally communicate its resolutions to the governor, including the call for a new appropriation bill to cover the remainder of the fiscal year.

Hon. Jack, while reading the motion, emphasized that transparency and accountability must guide Rivers State’s return to democratic governance, noting that the restoration of constitutional order requires both executive action and legislative oversight.

The lawmakers further commended President Bola Tinubu for lifting the emergency rule and pledged to uphold democratic values as the state transitions back to normal governance.
