The Delta State House of Assembly has passed the second reading of a bill seeking to repeal the Delta State Community Security Corps Agency Law, 2020 and enact a fresh law titled the Delta State Community Corps Agency Law, 2025.
The bill, sponsored by the Member representing Aniocha South Constituency, Hon. (Dr.) Isaac Anwuzia, aims to establish a more robust legal framework to enhance community-based security across the state.
Dr. Anwuzia, who also chairs the House Committee on Peace and Security, had previously sought the House’s permission to reintroduce the bill for a fresh legislative process, citing substantial amendments that necessitated a complete repeal of the 2020 law rather than a mere modification.
Leading debate during Wednesday’s plenary session, which was presided over by the Speaker, Rt. Hon. Emomotimi Dennis Guwor, Hon. Anwuzia explained that the re-presentation was imperative to address identified anomalies in the earlier version of the law.
He underscored the importance of the bill in strengthening the state’s response to growing security challenges, urging for expedited passage.
His position was strongly supported by the Leader of the House and Member representing Aniocha North Constituency, Hon. Emeka Nwaobi, who noted that the proposed legislation would provide a legal backbone for effective community policing in the state.
Following unanimous support from lawmakers, the Speaker announced that the bill will undergo clause-by-clause consideration on Tuesday, July 22, 2025, at the Committee of the Whole.
Assembly Pays Tribute to Late President Buhari
Meanwhile, the Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Guwor, on behalf of the Legislature, has extended heartfelt condolences to the Government and people of Nigeria on the passing of former President Muhammadu Buhari, who died on Sunday, July 13, 2025.
Speaking at plenary, Rt. Hon. Guwor expressed particular sympathy to the Buhari family, the Daura Emirate, and the people of Katsina State. He described the late President as a “father of the nation” whose legacy and contributions to national development remain indelible.
As the National Treasurer of the Conference of Speakers of State Houses of Assembly in Nigeria, the Speaker led the Assembly in observing a minute of silence in honour of the late statesman.
Report on State Colleges of Education Bill Presented
Also during the plenary, the Chairman, House Committee on Education, Hon. Charles Emetulu, presented the committee’s report on the Delta State Colleges of Education Bill, 2025.
The proposed legislation seeks to provide a comprehensive legal framework enabling state-owned Colleges of Education to operate a dual-mode system, offering degree programs alongside the traditional NCE and diploma qualifications in education.
